The Volkswagen Up only narrowly beats the Citroen C1 to top our list today – you see, the Volkswagen Up rides a little better than the C1, it’s got better levels of equipment, a more desirable badge, and it’s also marginally faster, yet it costs only £200 more in its most basic form.
